covert leader

I don't know how a covert leader is chosen 

and I don't need to know that 

but in my opinion, it could be 

that a covert leader is not chosen from a democratic election 

but instead those that are elected by democratic elections 

could decide the requirements 

that a covert leader needs to fulfill 

and of those individuals that fulfill those requirements 

one of them is chosen as a covert leader
