Most intelligence networks are feared because people are afraid of their violence potential, but most if not all are completely weak. They don't even act if you threaten to kill their own children and grandchildren. All they do is run to the police and demand protection when they get afraid. And they always become afraid if you push them.
Before when intelligence agencies wanted revenge for someone not doing as they wanted the intelligence agency used to poison kid girls so that their face got destroyed, but this practice has largely stopped since the perpetrators have been killed.
