so that the official military human presence
in each galaxy would be small
but if humans are threatened
then half of all those military spacecraft
would travel through portals from their home galaxy
to the galaxy where the threat is
so that the official military might of humanity would be terrifying
when those official human military forces
arrive in one volume
and covert deniable military spacecraft
made from extremely advanced technology
would be everywhere in every galaxy
