alien considerations

I get the feeling that some alien civilizations 
wants to recruit cybernetic humans and/or androids 
as intelligence / security / military personnel
in order to protect a high value individual on the planet earth 

and since the planet earth is a "pre contact" planet 
then it would be inappropriate 
with aliens working as intel / sec / mil personnel on the planet earth
