system errors in welfare

different countries have different rules and laws regarding welfare
but there are probably similarities
so I will describe the situation in sweden
since that's what I know

in sweden if a person is unemployed
and needs welfare
then that person needs to sell its home, car,
shares in companies and jewellery
in order to be allowed to receive welfare

which is destruction of capital

if a person has a job and saves money
to get a loan from the bank to buy an apartment
and then succeeds in that and buys an apartment
then that benefits the national economy

but if that person later becomes unemployed for too long
then that person will need welfare
but that person will be forced to sell its apartment
in order to get welfare

but after the apartment has been sold
then the person will get money from that sale
and will be considered to have too much money
and will thereby be refused to receive welfare
so the person will need to wait for its money to be spent
before that person will be allowed to receive welfare

and when that person sells its apartment
in order to get money to buy food
then that person will become homeless
so that person will need to find an apartment to rent
which is often much more difficult than finding an apartment to buy

these rules and laws are bizarre
and prevents people from saving money, owning their own homes
and investing in the stock market
which prevents people from getting richer
and forces people to stay poor
and all of that weakens the national economy

those bizarre rules and laws have probably been enacted
because of moral reasoning about economics
and the need to decrease government spending

but since unemployed people need welfare
then they will be prevented from buying apartments or houses
which decreases the amount of apartments and houses being built and sold
which is why there are always too few apartments awailable in sweden
since it's more profitable for companies to build apartment buildings
where apartments are sold to people
and less profitable for companies to build apartment buildings
where apartments are rented to people

many poor people in sweden probably like the big swedish companies
since they buy products and services from those companies
but those poor people are prevented from buying shares
in those big swedish companies
because then they will be prevented from receiving welfare
and that system error weakens the swedish economy
since it would be better for the national economy and for poor people themselves
if poor people saved a little of their money
by buying shares in the stock market
instead of being forced by the welfare system to spend all of their money

the welfare system in sweden tries to force unemployed people
to move to where the jobs are
which is the big cities
but it's very difficult to find an apartment to rent in the big cities
while it's comparatively easy to find an apartment to buy in the big cities
but if rules and laws were changed
so that unemployed people on welfare were allowed to buy apartments
then companies would build more apartments in the far away suburbs
since the far away suburbs have cheaper apartments in the big cities of sweden
