whatever

if different countries that are enemies against each other 

have selected and trained the same guy 

as a deniable operator 

and then used him to assassinate targets 

then results have been achieved 

but if that guy is tortured by enemies 

so that it becomes visble 

that he is starving 

then that could create some anger 

within the countries 

that selected, trained and tasked that guy 

and situations could become chaotic 

if those countries are unable 

to protect that guy from being tortured 

by the enemies
