desalination plants produces a waste product known as brine 
which is water with a lot of salt 
which according to media could be harmful to the sea life 
where the brine is pumped into the sea 
because sealife can't adjust to the high salinity content of brine 

but if a desalination plant instead pumped it's brine into a ship 
and when the ship is full 
it could travel out into deep waters in the sea 
and disperse the brine over a large area of the deep sea 
so that the brine is dispersed in a large volume of sea water 
which could quickly dissolve the brine in the sea water 
so that the brine doesn't form a layer on the sea floor 
and thereby not be harmful to sea life
