in this example of a democratic election 

I use simple big numbers to make it easy to count 

if 50 percent of votes are fake 

and 50 percent of votes are real 

and of those real votes 

50 percent of votes are right wing 

and 50 percent of votes are left wing 

the covert leader ignores the fake votes 

and only listens to the real votes 

so the covert leader knows 

what the population voted for 

so the population voted for

that the taxes will not be too high and not too low 

and the welfare will not be too much and not too low 

but the official leader is elected 

by 50 percent real votes and 50 percent fake votes 

so the taxes will be too high and the welfare will be too low 

the official leader is controlled by fake votes and real votes 

and behaves accordingly 

that is plays the political game 

the covert leader find those that control fake votes 

and uses whatever means necessary 

to protect the country and the population
