could decrease survivability of country B

so country A could benefit 

by spreading some knowledge of dark arts to country B 

and that could easily be done 

if private military companies educate and train personnel 

in the intelligence service, security service and military of country B

and those private military companies 

would use instructors that are veterans 

from the intelligence service, security service and military of country A 

and some civilian consultants
