then that country becomes very reluctant
to make that deniable operator an official person
because if that country made that deniable operator into an official person

then that would also decrease that country's ability to conduct deniable operations
if a country needs a propaganda tool to use in media
then the companies of that country
could make some movies, video games, comic books and books
about some character similar to james bond
and if the population of that country
want their hero in the darkness
to be known and rewarded
by involving the media circus
then it could decrease the survivability of that deniable operator
and decrease the survivability of that country
since the media circus could force the government
into making that deniable operator into an official person
so it would be better if the population
simply offered their hero some job, business opportunities or better living conditions
or a free beer at a bar
and if private citizens of that country
want to protect their hero in the darkness
then that would be legal as long as they keep their distance and don't do anything illegal
