usa could release some covert technologies to the civilian markets 

under some sensitive technologies patent laws

and then usa could make deals with china and russia 
that they get access to those sensitive technologies patents 

if they agree to not use those technologies as weapons against usa 

with the unspoken understanding 

that usa has even more advanced covert technologies 

that can defeat any and all enemies 

those covert technologies are most likely advanced enough 

to boost the economies of every country 

and advanced enough to enable many countries and companies 

to industrialize space and colonice space 

and from the perspective of usa 

it's probably better if china tries to build and colonize 

a city on the moon and a city on mars 

instead of trying to invade taiwan 

and if russia is trying to build and colonize
