and if covert activities aren't deniable 

then those covert activities will turn into fake activities 

but if goverment uses some companies as tools 

without government moving money to those companies 

then government will be able to control those tools 

to do covert activities 

which will be deniable 

so the government should avoid having high taxes 

in order to use that tax money fund covert activities 

and the government should avoid saving a lot of money 

in order to use that saved money for covert funds 

instead the government should enable companies 

to earn as much money as possible 

and then the government could use those companies as tools 

to do covert activities 

which will be deniable 

those companies will allow themselves to be used as tools 

by the government 

since the government enables those companies 

to earn a lot of money 

and individuals will allow themselves to be used as tools 

by the government 

if the results benefit them and their families
