for both civilian use and military use
that could be sold to different alien civilizations
in every galaxy in the universe
no matter wether those alien civilizations
are enemies against each other or not
this will enable both friendly and hostile contact
between many different alien civilizations
and that will decrease the survivability of unrighteous aliens
