because when ukraine left the soviet union 
then ukraine didn't implement capitalism and free trade 
instead ukraine continued with socialim and communism 
which weakened the economic engine of ukraine 
which prevented ukraine from building a strong military 

europe has more people than russia 
and europe has a bigger and stronger economy than russia 

ukraine could have benefitted from being outside NATO and EU 
if ukraine had traded a lot with EU and the rest of the world 
so that ukraine had earned enough money 
to pay welfare to it's citizens 
while also building a strong military 

if ukraine had a strong military 
with it's western borders protected by NATO 
and a capitalist economy and trade 
protected by EU 

then ukraine would have been a less tempting target
