dark arts can be used to find enemies, traitors, snitches 

and other individuals of interest 

without using torture 

and without spying on the private lives of anyone 

but learning dark arts is difficult 

and teaching dark arts is difficult 

using torture seems easy 

and spying on private lives seems easy 

but once an individual has learnt dark arts 

then finding individuals of interest is easy
