all roads lead to rome
when a population is not happy with their leadership
then parts of that population probably starts looking for a new leader
possibly in their own population
but probably also in other populations
when a new leader is found
then security probably becomes an issue
since the population wants to protect their leader
which probably leads to secrecy
which is probably how the covert leader system started long ago
if a population considers an individual to be an effective leader
then there is a risk
that other populations also want that individual as a leader
which increases the necessity of a covert leader system
since that enables both populations deniability
to hide that they possibly chose the same individual as a covert leader
it's the population that chooses their leader
the individual that is chosen has no other choice than to accept
which is why an individual could become leader for many populations
even if those populations are enemies against each other
the question arises
how many populations are not happy with their leadership
