if country C steals energy technology and/or or ai software 
from country A's military 
to design, produce and use weapons 

then that's not a serious threat towards country A 
if country A has got self replicating nano machines 
as deniable technology 

because self replicating nano machines 
can physically infect and take over less advanced technology 
and self replicating nano machines can construct a shield 
from itself and raw materials 
and so on 

so that country A would not have to seriously worry 
about what country C could do with technology 
available in the civilian commercial market 
and technology stolen from country A's military 
because country A's deniable technology is more advanced
