overt vs covert military capability

when a country realizes that it needs covert military capabilities 

then it will probably scale down overt military capabilities 

so the country will publicly reduce overt military spending 

and probably increase covert military spending 

but if the country reduces overt military spending 

then that could make the country's population confused 

and if the country reduces overt military spending 

then that could distress allied, other and enemy countries  

because if the country seems to become weaker 

then that could destabilize different regions 

many countries probably want to increase covert military capabilities 

but it' probably more difficult than to increase overt military capabilities 

so the reasons that a country increases covert military spending 

is not necessarily because of access to more money 

it's probably because the country has become more covertly capable
