it's real simple 

invest money and resources 

to give unrighteous humans opportunities 

that is: easy jobs, lots of welfare, private money and so on 

when unrighteous humans get a better life 

then they will feel more secure and comfortable 

and then they will try to abuse others 

example: 

give an unattractive overweight middle aged unrighteous woman a job 

an easy job that pays well or lots of social welfare or private money 

then when she goes on a holiday 

and she feels like a queen because everyone is so nice to her 

then if she sees a beautiful child girl doing aerobics on the beach 

then the unrighteous woman will feel jealous and shocked 

by the talent and beauty of the child girl 

and the unrighteous woman will want to try to abuse that child girl 

or she will try to make others abuse that child girl 

these schemes is probably 

what the rich countries have been wasting all their money on 

which is why usa and europe have high taxes and lots of welfare 

while it's difficult for their hard working citizens to get welfare 

if they loose their jobs
