will create extremely wealthy private companies, 

those companies will be able to make infrastructure investments in cities and countries that pay no dividends at all, not even in long term, 

instead those investments will jump start economies in cities 

and in countries 

that will create new markets for those companies and other companies 

those private companies will profit from those new markets 

and those companies will make new investments in those growing economies of those cities and countries with new investments that do pay dividends 

to speed up these processes, 

countries could sign contracts with private companies 

and groups of private companies so that they could buy land and resources for a cheaper price after they have made no dividend investments 

if private companies don't finish their no dividend investments, 

then cheaper purchases of land and resources are refused
