using bureaucracy to handle the unrighteous human loop

most likely intelligence services, security services, militaries and police knows that some of the people that will become their personel will sooner or later become unrighteous  

and those organizations knows that if they kick them, then they will cause harm and if they continue to work, they will cause harm, so most likely, what those organizations do, is promote those personel so that they are insulated from those that they could potentionally harm
