then police tries to reroute human travel patterns, 

so that fans of competing soccer teams does not meet in the streets, 

in the metro and so on 

for governments trying to reroute their populations' travel patterns so that individuals in their population does not become unrighteous is most likely very costly in resources 

this is most likely why taxes are so high in those countries that don't openly murder those unrighteous in the population
