civilians in networks

my speculation is: 

that almost every time that militaries kill civilians in conflicts and wars, 

it's civilians that are part of networks 

reason is usually that networks abuse people, manipulate people to do illegal things, recruit people against their will

if it's right or wrong that militaries use violence against networks during conflicts and wars depends on perspective
