in todays society no latency communication would be beneficiary for early stages of industrial growth in space, but it would certainly be used by potential adversaries to build more effective instruments of war.
in military strategy it would be positive if potential adversaries pour money and resources into research projects that are done long time ago, but on a larger scale it could be better if not resources are poured into too many projects that are already done long time ago.
