that many people try to solve 

but many of those overt problems 

are caused by covert problems 

and those covert problems need to be solved 

before the overt problems are solved 

for example 

nuclear fusion energy production 

is an overt problem that seems difficult to solve 

but its probably caused by the covert problem 

that if nuclear fusion energy production 

was available in the civilian commercial market 

then terrorists would be able to coerce some smart individuals 

to use that technology to create powerful weapons
