possible google photos bug

I use the google photos app on my android mobile phone 

to view photos and videos on my mobile phone 

and some of those videos were uploaded to the google cloud 

and are not available offline on my phone 

so I clicked download video which worked 

but after phone restarted 

then the video was not available offline anymore 

and that affected most of the videos that I downloaded
