legalities becomes unpractical

if a man is perceived to have high value

so families decided if their daughter was allowed to spend time alone with a man that she was in love with 

but if that man was considered to have "seduced" their daughter 

then that man could have been forced to marry their daughter 

bizarelly, if a man has high value 

then government agencies might want to extort that man 

or force a man into doing something 

that government agencies thinks is of value 

then those government agencies needs some form of leverage 

and a man being in proximity of a child girl could be used as leverage 

against that man 

but only if it's illegal to have sex with child girls 

which entices government agencies to enact intrigues wich leads to

that it becomes illegal to have sex with child girls 

which government agencies does by creating intrigues 

that media reports about 

that creates an uproar and outrage in the population 

usually some intrigue about underage girls being raped 

and/or sold as prostitutes and/sold as sex slaves and so on 

this is most likely what happened long ago in many countries 

and thereby raised the legal age of consent in many countries 

while all the rest of the countries were pressured to have similar laws
