all countries have rules and laws to not do this and not do that 
so that people don't do what's wrong 
but sooner of later many people will do something wrong 

better to lure out those people that will do something wrong 
as soon as possible 

example: 
people are worried about young girls 
so laws are created to prevent men from dating and having sex with young girls that are in love with them 
but young girls are still abused, kidnapped, raped and murdered 

if young girls are in love with a man 
and that man looks at those young girls in public 
then that will create so much drama 
that those with hostile intent will be lured out
