a student with suffient knowledge to get similar ideas to those ideas that I blog about, 
that student would probably not be allowed to blog about such ideas

that civilian would probably not be allowed to blog about such ideas 

no matter what country they would be in 
every country has national security concerns, 
but some interests want some ideas to be spread 
because that could change public opinion
