I get the impression that societies are built on what seems to work, 
what is good enough 
new ideas are discreetly tested and if not too disruptive, quietly implemented 

example: when reading was discovered, it probably took long time before every child in society were taught to read, 
probably not because children were unable to learn to read atleast a little, but because if everyone were taught to read, that could possibly have disrupted society 

nowadays it is almost expected that every child learns to read 

if society is disrupted, that could lead to economic collapse, starvation and civil war and so on 
but if society develops, that could decrease human suffering and increase quality of life
