first step: countries should just try to survive long enough until they can expand their territory on other planets, on asteroids and on space stations in this solar system 

and second step: countries should expand their territory on planets, asteroids and space stations around other stars 

and third step: countries should expand territory on asteroids, space stations and other objects in interstellar space 

after second step, countries can loose all their territory on this planet, earth without a threat to their survival
