is ordering abuse and/or torture of an individual
that country B considers to be of high value
and if country B finds out in which other country
that unrighteous human is in
and if country B doesn't have the capability
to assassinate that unrighteous human
then that could lead to an escalating conflict
where escalating use of force is a possible scenario
