I do exotic technology experiments throughout the universe 
if aliens notice those exotic technology activities 
and tries to communicate and/or interact 
then I will probably answer that communication 

but if I don't answer that communication 
then it's probably because I determine that contact could distress aliens 
and/or that contact could cause a chain of events 
that decreases the survivability of various alien civilizations 
and/or that contact could cause a chain of events 
that could cause aliens 
to cause themselves or other aliens unnecessary suffering
