and murder as many unrighteous as possible
so if the civilization murders 90% of the unrighteous
and then the civilization relaxes
and thinks that most unrighteous are dead and will never recover
but then the remaining 10 % of unrighteous will reproduce
and become a population as large or larger than the previous population
and those unrighteous will have evolved to camouflage better
