then that will show who their children really are 

a righteous child that is spoiled by it's parents 
won't change character 
but an unrighteous child that is spoiled by it's parents

a government could use the same logic 
to lure out unrighteous humans 
by spoiling everybody 
and of those that are willing to be spoiled 
there will be unrighteous humans
