but if infiltrators are sent by individuals or interests 

to influence events, individuals, organizations or countries 

then that could be hostile 

and if infiltrators are sent by individuals or interests 

to abuse someone 

then that is hostile 

there is little point murdering infiltrators 

since new ones will be sent 

instead murder those that sent infiltrators 

lots of infiltrators could possibly manipulate situations 

porous defence strategies are optimal 

which enables infiltrators to infiltrate 

then murder everyone who sent them
