nightmare

most people seem to assume that unrighteous rule  

would come from a group taking control of the government 

and using the police and bureacracy to take control of the people 

but unrighteous rule could be more subtle 

by preventing some individuals from getting work 

so that they can't afford to feed and house themselves 

and are thereby prevented from reproducing 

or by preventing some individuals from getting work 

so that they can't afford to feed and house their children 

so that their children are taken away from them 

and so on
