genetically modify fish 
so that they become algae eating through filter feeding 
it should preferably be small fish living in large groups 
those algae eating fish could be food for larger fish 
that would create an ecosystem that would enable humans to fish more 
and it would enable more fish to live in lakes and oceans 
which would create more thriving ecologies 
as a bonus it would reduce algae blooming 
that occurs either naturally or through industrial / agriculture production
