if enough people in a country's population learn dark arts 

then the country's population 

will be able to use the government, police and military as tools 

that benefit the country's population 

so that it won't matter if the government is a democracy or a dictatorship 

because the government will be a tool used by the population 

and it won't matter who the police or military is loyal to 

because the police and military will be tools used by the population
