if country A and country B are enemies 

and individual X has done things that made country A's economy better 

and individual X has done things that made country B's economy better 

then possibly country A wants to protect individual X 

and possibly country B wants to protect individual X 

but if personel from country A see personel from country B 

then personel from country A might think 

that personel from country B are a threat to individual X 

and if personel from country B see personel from country A 

then personel from country B might think 

that personel from country A are a threat to individual X 

so if individual X is able to protect itself 

then that would be better
