build more houses and tax revenue increases 

but consumption of products increase 

so fewer products are available for each house 

which makes it difficult for any of the houses to upgrade 

since a house needs a certain amount of some products to upgrade 

and taxes increases too little by building more houses 

but taxes increases more when houses upgrade 

so even if there are many houses 

then that could be too little tax revenue to pay for production 

note: there seems to be hidden costs in the anno 1800 game 

but it could be the non production buildings that can't be deactivated 

I could demolish them and rebuild the later if possible
