then that could possibly make it more powerful 
because double the motors could be double the power

then it's not considered to be in a bicycle category 
and a driving license for moped or car is required 
which is problematic for those people that don't have any driving license

a solution could be to legally allow foldable electric scooters 
to be more powerful, but still have inbuilt speed limit 
so that foldable electric scooters are able to carry heavy driver and drive through mud and snow and uphill but not faster than speed limit 
so that powerful foldable electric scooters 
are still considered to be bicycle category
