loud library in sickla, stockholm, sweden

I'm at the library in sickla, stockholm, sweden 
during the day time 

but unfourtunately the library has a policy that people are allowed to talk 
which is very annoying and disturbs me 
when I sit and read comic books 
while listening to music in my in-ear headphones 
or watch youtube on my phone with in-ear headphones 

the library has a quiet room 
but the air is stale and dry there 

it would be better if all the library was quiet 
and there was a talking room instead 

almost all people that talk to each other or talk on mobile phones 
in the library do that to be heard 
and not to be productive with studies or work 

people sit near me and talk to be heard 
and when they walk away 
then other people in other parts of the library talk loudly to be heard 
it's annoying and disturbs me 

there are those who don't have it easy at home 
that could go to the library for some peace and quiet 
there are those who don't have it easy at school 
that could go to the library for some peace and quiet 
there are those who don't have it easy at work  
that could go to the library for some peace and quiet 
and that is taken away from them 
when people talk in the library to be heard 

what makes everything worse 
are people that walk around trying to get attention 
which is a visual disturbance 

quiet libraries are one of the oldest tradition that human civilization has 
and those people that talk to be heard in libraries  
are a disgrace to humanity
