if humans are talking to each other 
and seem like they want an individual to notice them 
it's probably that those humans want that individual's attention 

if a human is moving in a way 
that seems like that human wants an individual to notice it  
it's probably that human wants that individual's attention 

if a human is behaving in a way 
that seems like that human wants an individual to notice it  
it's probably that human wants that individual's attention 

if individual is not interested in that human or those humans 
then it's probably annoying for that individual 

if an individual is not interested in humans
that try to get the attention of that individual 
and those humans talk loudly to each other 
or talk long to each other 
or try to get too close 
or have too rapid movements 
or have exaggerated behaviour 
then it's probably more annoying for that individual 
and could be considered harassment 

if an individual is not interested in humans 
that try to get the attention of that individual 
and a human is trying to get an individual's attention 
and afterwards 
another human is trying to get an individual's attention 
and afterwards 
other humans are trying to get an individual's attention 
and that continues over and over the same day or every day 
then that could be considered harassment 

if those humans don't want to harass that individual 
then they could learn about their behaviour 

if those humans want to harass that individual 
then it could be a difficult problem to handle 

attention seeking is probably an instinctive behaviour that humans have 
possibly it's about group behaviour in a society
