new generation of unrighteous humans evolved to be more discreet 
because of that humans don't notice what's happening 
and there are too many unrighteous humans 
unrighteous humans start to abuse humans again 
civilization is not able to murder that many unrighteous humans 
civilization collapses 
many unrighteous humans die 
but those unrighteous humans that survive are very much more discreet 

new civilization is formed 
with many unrighteous humans that are difficult to find 

after a few generations of these processes it becomes very difficult to find unrighteous humans 
and there have been many generations of civilizations that rose and fell 

rise and fall of civilizations are evolutionary waves that forms humans 
righteous humans could evolve to increase survivability  
unrighteous humans could evolve to become more discreet
