that shows that lasers could penetrate deep into sea water 
then submarines should able to use underwater lasers to communicate with satellites, aircraft and ships 
which could enable submarines to communicate with command and other units in real time while deep underwater 
which could change not only submarine warfare but naval warfare 

and if lidar is used by satellites, aircraft and ships to track submarines 
then that could change warfare itself because of submarines' perceived role in nuclear deterrence
