abuse that prevent individuals from dating

it's possible that proxies used by intelligence services, security services, militaries and others manipulate chat messages between individuals using dating web sites and dating apps so that an individual that sends a message to another individual never gets an answer 
or that fake messages are seemingly sent from another individual but are in reality sent from proxy
