did the cold war become hot without anyone noticing after world war 2 had ended?

was some virus or fungus genetically modified to spread and lobotimize unrighteous humans during the 1940s, 1950s, 1960 or 1970s? 
so that unrighteous humans became more easily controlled 
and less abusive
