spaceplane parked as a satellite in orbit above friendly territory 
when targets available in atmosphere 
then spaceplane accelerates in space towards area in space above target 
and spaceplane fires missiles towards targets in atmosphere 
spaceplane stays in space during mission 
spaceplane returns to area in space above friendly territory 
spaceplane is rearmed and refueled in space by reusable rockets 
spaceplane only reenters atmosphere to land when repairs or maintenance is needed 

spaceplane could use regular rocket engines 
spaceplane could be launched into orbit on top of reusable rocket 

no new technology needed 
which means fast and cheap development and production
