white systems: traceable 

if black systems are functioning, 

then those black systems could be so efficient that white systems don't understand 

and then white systems start to interfer against black systems 

and that compromises deniability of black systems 

individuals in white systems usually try to help and try to be part of what's going on 

and thereby individuals in white systems compromise black systems 

this has always been an issue
